You will also need to upload a Pitch Deck for your solution. Guidelines:
- No restrictions on font, but minimum font size of 16 to ensure readability for reviewers.
- 7 slides, including cover slide. The Pitch Deck must include:
- Description of Solution.
- Innovativeness of Solution (Competitive Advantage/ Current Competing Strategies).
- Impact for patients/ carers/ healthcare provider/ healthcare system/ healthcare sustainability etc.
- Maturity/ Market Readiness. Technology Readiness Level (TRL) of your solution. Indicate the authorities where regulatory approvals for your solution have been obtained (e.g. HSA, FDA, etc.).
- Prior of existing trials, proof-of-concept, proof-of-value, clinical validations result etc.
- Team composition.
- Maximum 5 Appendices slide. This may include but not limited to the following:
- Publications, Journals on the solution.
- Awards received pertaining to the solution.
- Supporting documents on results of trials/ Proof of Concept / Proof of Value / clinical validations, collaborations, team composition etc.
Participants are also strongly encouraged to submit a five (5)-minutes video pitch which will help us understand your innovative solution. You may also feel free to add any extra document(s).
We will also be organizing Info sessions on Teams and in-person networking event to explain more about this program on 12 Feb, 16 Feb, 18 Feb and 27 Feb 2026 - more information to come!
- Info session 1 (online): 12 Feb 2026, 10:00 to 11:00 SGT (GMT+8)
- Info session 2 (online): 16 Feb 2026, 17:00 to 18:00 SGT (GMT+8)
- Info session 3 (online): 18 Feb 2026, 20:00 to 21:00 SGT (GMT+8)

The CHISEL secretariat will shortlist up to hundred (100) Start-ups/SMEs to move onto the next round based on the Eligibility Criteria.
The results will be announced by 24 April 2026.
Before 18 May 2026 at 17:00 SGT (GMT+8), shortlisted participants will be required to submit their application form online, replying to the following questions on:
- Current Issue in Singapore to be Addressed
- Description of Proposed Solution
- Competitive Advantage of Proposed Solution
- Impact of Proposed Solution
- Maturity of Solution
- Information on prior/existing trials. proof-of-concept, proof-of-value, (clinical) validations etc.
- Collaboration information with other healthcare institutes
- Ease of Transition into Mainstream Use Safety and Regulatory Considerations
- Risk Assessment
- Inventory of Components, Solution Interfaces and Cybersecurity Certifications (if applicable)
- Hosting (if applicable)
- Infrastructure and Network Security (if applicable)
- Solution architecture diagram and Model explainability (if applicable)
- Integration and/or modification to hospitals
- Commercial Applications and Economic Viability of Proposed Solution i.e. go-to-market strategy of your solution
- Test-bedding Plan
- Referees
- Team
The panel of judges from CHI and CHISEL’s partner healthcare clusters will shortlist up to twenty (20) Start-ups/SMEs to move onto the next round. A Due Diligence report will be conducted by CHI assigned vendor to all the shortlisted companies.
The project will be evaluated based on the following review criteria:
- Healthcare Need & Relevance
- Innovation
- Impact
- Near Market/ Market Ready
- Clinical, Technical and Operational Readiness
Solutions that do not pass the Due Diligence process will also be eliminated.
The results will be announced by 7 Aug 2026.
Between this period, the top twenty (20) Start-ups/SMEs will be invited to present their solution during Engagement Sessions with our innovation reviewers and interested clinicians.
For the Engagement Sessions, you will be required to submit your Pitch Presentation. The presentation will be in the format of playback of a 4-minute pre-recorded Pitch Video. The video is intended to enable the evaluation panel to better understand your proposal and drive efficient engagement with your project team during the live Q&A.
Format:
- Video should strictly be no longer than 4 mins. Should your uploaded video surpass this limit, it will be automatically trimmed to 4 mins by the organiser.
- Must cover and address the following points:
- Addressed issue and description of solution
- Impact of solution
- Ease of Transition, Operational Viability
- IT Viability, Data Security
- Commercial Applications & Economic Viability i.e. business plan, revenue model, go-to-market strategy, pricing
- You will be required to provide a copy of your video in either of the following formats: avi, mpg, mpeg, 3gp, mov, mp4 OR provide URL link to download your video.
- Time will be allocated for the presentation and Q&A.

Announcements of results will be made by 4 Sep 2026.
The panel of judges from CHISEL and its partner healthcare clusters will up to ten (10) Start-ups/SMEs to move onto the final round. The finalist Start-ups/SMEs will be coached by CHISEL and partner healthcare clusters experts to fine tune their proposal for the final event.
The finalist will be given up to two (2) weeks to further fine tune the proposals for the final pitching event that will take place on 2 Oct 2026. Finalists will have to submit their final pitch deck on the platform before 25 September 2026 at 23:59 SGT (GMT +8).
The finalist Start-ups/SMEs will pitch in front of a judging panel consisting of senior management and domain experts from the partner healthcare clusters and Temasek Foundation, Ministry of Health, Synapxe and/or other partners. Up to six (6) winners will be selected at the end of this round. Guidance on submission materials will be provided at a later date to shortlisted participants. Next steps for the Winners:
Successful winning start-ups/SMEs will be matched to one of the participating healthcare clusters carrying out the test-bedding project!
They will be granted three (3) months of preparation time to finalise the project agreement (and additional three (3) months if ethics approval is required); up to nine (9) months to complete test-bedding; and up to three (3) months to complete the evaluation.
Test-Bedding & Evaluation (For Selected Winners)
- Test-Bedding Phase
October 2026 –April 2027- Refine the test-bed protocol and define success criteria of the test-bed with your partner healthcare cluster. You would also define the pricing for subsequent purchase, subject to the solution meeting pre-agreed success criteria. You may be required by your partner hospital to supplement more documentation to facilitate the test-bedding and potential adoption.
- A Project Agreement should be set up within three (3) months (an additional three (3) months may be granted if ethics approval is required).
- Test-bedding should start no later than Apr 2026. Complete test-bedding in a simulated and/or clinical environment complying to regulations and institutional policies with your partner healthcare cluster. Test-beds should be completed within nine (9)) months.
- Evaluation Phase
May 2027 – June 2027- Upon completion of the test-bedding phase, the partner healthcare clusters would evaluate the success of the test-bed.
- All CHISEL 2026 test-bed solutions are to be evaluated using the CHI Evaluation Framework (CHIEF). CHIEF is a holistic framework for the evaluation of innovative solutions seeking real world deployment. Evaluation costs should be included in your application. You may also engage additional services (e.g. statistical analysis, study design, sample calculation etc.) from CHIEF or an independent expert for the purposes of the test-bed at your discretion.
